Provide all necessary engineering services for the design, permitting, construction, and operation of a leachate collection and storage facility, including truck loading pad, for a 60-acre, 100-foot-high, lined landfill. The design was to conform to Rule 62-701, Florida Administrative Code, requirements.
  • Estimated leachate generation rates for the landfill using the U.S. Environmental Protection Agency’s Hydrologic Evaluation of Landfill Performance (HELP) model to produce generation rates per acre for the life cycle of the disposal cells.
  • Designed four, 15-acre cells:
    • Cell floors sloped at one percent to a central leachate collection pipe;
    • Six-inch-diameter, HDPE collection pipe designed to slope at 1.25 percent grade to a sump at the low point of each cell;
    • Each cell lined using two feet of protective soil cover, a 300-mil-thick geocomposite drainage layer, and a 60-mil-thick primary HDPE geomembrane liner; and
    • Geosynthetic clay liner (GCL), with a permeability of less than 6×10-9 cm/sec, installed in the collection pipe and sump areas.
  • Designed and permitted leachate storage facility consisting of:
    • Two geomembrane-lined storage containers, each with a capacity of 230,000 gallons;
    • Containers constructed using two, 60-mil-thick, HDPE liners, an intermediate leachate detection layer, all underlain by GCL; and
    • Contained truck loading pad with a leachate collection sump.
  • Conducted full construction quality control and testing.
  • The  approved certification of construction completion that allowed operation within project schedule.
  • Operational controls for the leachate storage facility were designed to maintain required 12″ minimum landfill cell leachate levels and storage container freeboard per the Florida Department of Environmental Protection permit.
