OBJECTIVE
Phase I & II Environmental Site Assessments were requested to support the purchase of a 6.8-acre automotive dealership. The site included showroom and vehicular service buildings/areas, as well as a vehicle wash/detailing facility.
PROJECT SCOPE
The Phase I Environmental Site Assessment (ESA) included:
- Review of site physical characteristics.
- Review of reasonably ascertainable historical information and previous environmental reports prepared by others.
- Review of environmental record sources maintained by federal, state, and local regulatory agencies.
- Performance of a site reconnaissance, including a visual inspection of adjacent sites.
- Performance of interviews with local government representatives and with site owners, operators, and managers.
The Phase II Environmental Site Assessment (ESA) included:
- Drilling of 14 soil borings to collect, field-screen, and chemically analyze soil samples.
- Drilling of 10 monitoring wells to collect and chemically analyze groundwater samples.
RESULTS
The Phase I ESA revealed eight recognized environmental conditions (RECs) in connection with the site. Importantly, multiple in-ground hydraulic lifts, many of which had been removed or partially concealed, were identified as contaminant sources. HSA Golden’s Phase I and II ESAs were sufficient to support the purchase of the facility, with provisions for the seller to address the contamination following closing.
